There are no intelligent alien high-tech civilizations;

BUT

There are unintelligent alien high-tech civilizations;

and

There are intelligent alien low-tech civilizations;

and

There are intelligent alien high-tech non-civilizations.

 

For instance, #1 is a Hive. #2 is Space Amish, such as the Gands of Eric Frank Russell’s “The Great Explosion”. Douglas Adams joked that dolphins consider themselves more intelligent than humans, precisely because they do not aspire to civilization. #3 is a Super-Organism, such as Fred Hoyle’s “Black Cloud”, or Stanislaw Lem’s “Solaris”. Our own planet’s Gaia biosphere counts as well.

 

On this very planet, there are hives, and dolphins, and Gaia; so that is arguably three examples of 2/3 of “intelligent high-tech civilizations”, though none is all three.
